With the surges of diplomatic messages incoming, the Stoklomolvi Embassy Centre has been expanded tremendously. The Communist Dominion Embassy Centre, previously with room for only 40 nations, can now hold a limitless number of embassies due to its immense size, both above and below the surface. All embassies are given generic room numbers in the Embassy Centre in Vladistov, Stoklomolvi, and consulates have been opened up in positions shown on the map below. Note that the Embassy Centre is the generic location for all embassies; if one wishes to have a custom location, then one must fill that portion out in the embassy application format.

Basic Regulations

Division I - Article I
General Diplomatic Privileges

All diplomats of foreign states are granted partial diplomatic immunity. That is, a foreign diplomat who commits a crime will be charged and penalised monetarily according to how much damage was done. However, the foreign diplomat will never be harmed unless the situation is dire. Capital offences, including but not limited to assault and rape, will yield execution with no trial by any KGB officer in the vicinity. Stoklomolvi reserves the right to deport or execute any member of a diplomatic mission deemed to be dangerous.

Before diplomatic staff are allowed to continue on a diplomatic mission they will be examined for any substances deemed hazardous by the KGB. Any substances found in this manner will either yield the person in question a fine of either 2,000 stoklomovs (§2000 STK) or 2,800 universal standard dollars ($2600 USD). Forbidden substances include but are not limited to animals, plants, all forms of recreational drugs, and cigarettes. All weapons carried by normal diplomatic staff will be immediately confiscated, never to be returned, and the offender beaten and deported. If the home country refuses to accept the offender, then the offender will be executed.

Division I - Article II
Reserved Rights of the Stoklomolvi Government

Privileges that have been granted by the Stoklomolvi government may be revoked at any time, should the need arise. In addition, any embassy deemed undesirable will be first kindly asked to leave. If the staff agree to do so, then they will be given a paid first class airline transport back to their home country. If they do not agree, then they will be shot and obliterated by the KGB. All KGB officers reserve the right to use deadly force if necessary.

All structures used for embassy and diplomatic use are provided by the government of Stoklomolvi unless requested otherwise beforehand. That is, all damage caused to any diplomatic structure will be paid for by the owner unless the owner constructed said structure. Embassies are subject to random inspection at the whim of the Commissar. If any substance deemed illegal in Stoklomolvi is not revealed beforehand, then the embassy staff in possession of said substance may be prosecuted to the fullest extent of the law.

Any embassy of any state, allied or otherwise, that is found to be knowingly harbouring a figure who is wanted by the government will be placed under immediate lock-down. The embassy structure in question will be broken into and thoroughly searched for said figure. If the figure is found, then all embassy personnel will be questioned. If it is found that the staff deliberately hid the figure, then every staff member will be executed.

Division I - Article III
Weaponry Regulations

The number of armed personnel and their weapons must be stated. Weapons permissible range from swords, sabres, and daggers to pistols, submachine guns, and machine pistols to assault rifles, sniper rifles, and light machine guns. Prohibited weapons include all explosives, heavy machine guns (including the FN Minimi), and any weapon with heavy armour piercing capability. Due to the fact that all citizens in Stoklomolvi must own a weapon capable of firing 7.62mm rounds or higher, embassy personnel may also carry heavier weapons, as stated above. Note that you may choose to have the Commissariat of State Security (KGB) guard your embassy; we will use all weapons available to defend your embassy. If your embassy is destroyed in war or conflict, the state of Stoklomolvi will pay the full price needed to reimburse those lost or injured.

If it is necessary, then Stoklomolvi reserves the right to confiscate all weaponry under the threat of the destruction of the embassy. Any illegal weapon found to be in the possession of an embassy will be confiscated, and the embassy fined either 7,000 stoklomovs (§7000 STK) or 9,200 universal standard dollars ($9200 USD). If chemical, biological, or nuclear weapons are found in an embassy, then the embassy will be stormed, the weapons confiscated, and the embassy staff shot in a firing range as targets with no trial.

States allied to Stoklomolvi are not subject to the same penalties. Illegal weapons yield no response, and weapons capable of mass destruction will merely be sent back to the home state.

Division I - Article IV
Plants and Animals

All plants and animals must be declared by the government of the requesting country before they arrive in Stoklomolvi. If plants and/or animals are discovered during the security inspection, they will be confiscated and sent to the Kremlin Menagerie. The embassy staff in possession of said plant or animal will be fined either 1,000 stoklomovs (§1000 STK) or 1,400 universal standard dollars ($1400 USD).

Division I - Article V
Drugs

All types of drugs, save ones for purely medicinal use and prescribed by a registered doctor, are illegal and forbidden for use by diplomatic staff. Illegal substances include but are not limited to marijuana, methamphetamine, and cocaine. Any drugs found will be burnt in a special incinerator and the staff in question fined either 45,000 stoklomovs (§45000 STK) or 60,000 universal standard dollars ($60000 USD).

Alcohol is illegal in Stoklomolvi. However, if it is arranged for alcohol to be brought in by the staff, then this alcohol must be stored in the Dominion Hotel in central Vladistov. Alcohol is limited to a maximum of ten (10) litres per diplomatic mission, and this alcohol must not be more than 10% alcohol. If justified by religion or culture, then a maximum of fifteen (15) litres of alcohol may be brought. This alcohol has no content limit.

Cigarettes are flat illegal. There is no negotiation for cigarettes, and any staff found to be in possession of cigarettes will be forced to reside in a special isolation chamber that works to remove nicotine addiction.

Division I - Article VI
Vehicular Regulations

All vehicles that enter Stoklomolvi during a diplomatic mission must be allowed to be fully inspected under threat of instantaneous incineration. Once inspected, vehicles may be parked in the Embassy Compound Civilian Lot, where all civilian vehicles are parked. Military vehicles, including but not limited to armoured personnel carriers, tanks, and self-propelled artillery are not allowed in Stoklomolvi and will be used for weapons testing if discovered. Unarmed military vehicles, focusing around unarmed armoured cars, are allowed if stated beforehand and allowed to be inspected in detail. There are no illegal civilian vehicles.

Embassy Location, Security, and Staffing Regulations

All embassies, unless discussed beforehand, are located in the Stoklomolvi Embassy Compound in the north-east quadrant of Stoklomolvi. Every building is nondescript, as to maintain the privacy of each embassy from other embassies.

Security guards are limited to a maximum of fifteen (15) unless discussed beforehand. Diplomatic staff, including general maintenance and ambassadorial staff, are limited to a maximum of fifty (50). The ambassador is not included. All specially arranged embassies have other limitations, that can be set by the Commissar on a whim.

In the process, you MUST include a return address for us to return the message to; otherwise, we will be unable to return your message. Once your application is reviewed and approved, you will see your nation appear in the large list of nations that Stoklomolvi has had contact with. The higher on the list your nation is, the better your relations with Stoklomolvi. The lower, the worse. The list is colour-coded for your convenience. Towards the blue spectrum, relations are better; towards the red, relations are worse. This will be explained in detail later on. Note that all messages are considered "open communications" unless otherwise explicitly stated.
