Given the current state of our old embassy program we feel that the program no meets our needs. As such First Speaker Silinky has given the Bureau of Foreign Affairs the authority to re-launch our embassy program

Your Embassy in Sarrowquand:

There are several reasons you may be considering an embassy in Sarrowquand, some of these reasons are might be:
You wish to increase tourism between our states, you are seeking to increase trade, you require an embassy for i/emigration reasons, you need a stronger political conduit between your government and Sarrowquand, you are part of a joint organisation and need to coordinate from within Sarrowquand, you wish to improve relations with Sarrowquand.

You may also want an embassy for a combination of these reasons or for another purpose. It is important to us that you get what you need from your embassy here and that we are both able to enjoy a mutualy beneficial partnership. When filling in your application please keep this in mind as your declared reasons for an embassy may effect permisions and right granted.

Placing your embassy.

The foreign office has decided to comprimise between a single dedicated area for all embassies and placing embassies in the most geographicaly appropriate area in Sarrowquand and has authorised six sites to host embassies.

1). 27th Town: Sarrowquand City. The megalopolis of Sarrowquand City is a series of towns and cities stiched together by an extensive transport grid into the greatest City in all of Sarrowquand each city possesses its own green belt and nature reserves punctuate the region in an attempt to balance urban life with nature. The City hosts the Speakers of Sarrowquand who are cloistered for security in 26 towns each named for their number, for example 1st Town is the address of the First Speaker Rebbeca Silinky. 27th Town draws its name from this and seeks to create a town devouted to international culture within Sarrowquand City in a project that gives tribute to the now closed international city of Ceripal, Prycuse. The nearest international airport is SCIA (Sarrowquand City International Airport) 20 minutes travel time by land. The nearest international port is Port Chalk, WRH, 2 hours by land, 1 hour by air.

2). The Amethyst Lodge:Outreach, Grey province. Outreach is a small town in Grey province just outside the Grey (city) the city of bureaucrats, a sleeper town Outreach is home to a number of foreign office bureaucrats. The Amethyst Lodge is a large hotel purpose built to house smaller embassy missions and is made up of a number of diplomatic suites which are able to handle a combined staff of around fifty (50). The lodge draws its name from the fact that the Bureau of Foreign Affairs is sometimes known as the amethyst band and uses this as its theme, the lodge features ameythist chandeliers and artwork made from the semi-precious stone, it also features beautiful stained glass windows in a variety of purple hues. Don't worry though if your ambassador is feeling overwhelmed S/he or he retains the right to redocorate her/his suite as s/he pleases which includes having local construction teams change the windows, doors and plaster. Alternatively if your mission embraces the theme they are invited to donate artwork from thier own nation. The nearest international airport is SCIA, 2 hours travel time by land. The nearest international port is Port Chalk, WRH, 1 hours by land.

3). Xenophile Tower Network: The metropolis of Panoptica in the industrial province of Morgan. The Xenophile Tower Network is a series of seven thirty story linked towers in one of Morgan province's industrial metropolis cities these large urban city scapes preside over the bulk of Sarrowquand's manufacturing capabilities, each tower features high-tech coms equipment and high speed internet which will prove ideal for corporate or media states wishing to do buisness in Sarrowquand. Some checks may be put in place to ensure both the ambassador's and Dominion's data security. As these towers ae quite large by Dominion standards the delegations they can support will also be quiet large. The nearest international airport is SCIA 1 hours travel time by land. The nearest international port is Nwabudike 2 hours by travel time land.

4). Traveller's Cove Marina: Port Chalk in the coastal province of White Raven Heights. Port Chalk was once a natural cove set amid high chalk cliffs, it accted as a small isolated port throughout history but due to destructio of most of the north coast ports in the civil war it has gained great significance. The cove has been expanded by modern methods and advanced coastal defences have been put in place. Great elevators have been installed on the sides of the cliffs which have been reshaped for maximum strength. Traveller's Cove Marina is a beautiful mariner set to the west edge of the port which features pre-built embassy buildings. Although the buildings have been completed there are still several options for customization, sea savy states may purchase docking rights for luxury cruise ships and yachts. Naval powers with treaties with Sarrowquand should note that though Port Chalk is a civilian merchant port the naval basebof Rook home to the 4th fleet is 3 hours west. The nearest international airport is SCIA 2 hours travel time by land or 1 hour by air. The nearest international port is Port Chalk which is 0 minutes travel time by land.

5). Etarian Castle province of Royalle. Located in a peaceful rural area of Royalle Etarian castle has stood for seven hundred years atop of windmill-vale valley. The castle was initialy an administrative center under the Nerontir empire and home to the Etarian family, the castle was re-fortified by the Royal faction during the civil war and recieved some damage, it has since been repaired and modernised. Though no longer a noble family under the Dominion government the Etarian descendants continue to play notable roles in Sarrowquand's cultural and political scenes. The Castle was nominated for embassy status by 26th Speaker Tria Etarian who felt that it would prove a good spot for ambassadors seeking a quiet remote spot and perhaps seeking to contemplate the changing nature of their society. Due to space limitations only eight staff members may be housed inside the castle itself. However there is a town three miles to the south in the valley that can house additional staff. The nearest international airport either SCIA or TIDoS (Tranquility International Airport) both are 3 hours travel time by land. The nearest international port is Nwabudike 3 hours by travel time land.

6). Salia (City) in the province of Salia. The oldest standing city in all of Sarrowquand and the second city to be founded by the Sarians after the now ruined city of Sar. Salia has an important place in the cultural history of Sarrowquand and was for a short time the capital city of its own state. Embassies placed in Salia will be located throughout the city and are encouraged to feature that nations architecture as each embassy will be custom built the size of the staff will depend on the structure. The nearest international airport is SIDoS (Sarros International Airport) 4 hours travel time by land or 1 hour by air. The nearest international port is Rowenoak 2 hours travel time by land or 30 minutes by air.



Laws and restrictions regarding Embassy supplies, equipment and personel.

Embassy personel will not be prosecuted for minor crimes however we may demand their withdrawal after repeat offences. It is also worth noting that the Grey Bureaucracy is willing to allow many acts that would otherwise be considered illegal should the proper paper work be submitted and approved before hand. This includes consensual cannabalism, bestiality, use of narcotics and speeding. Any substance not deemed to be dangerous may be imported to the embassy given the correct paperwork and in some cases quarentine procedures. Sarrowquand does not descriminate against individuals based on class, creed, ethnicity, or gender but we do require a background check on all staff. We may also remove staff for the distribution of excessive propaganda if we deem it to be a problem (please check with your liason first).

Security equipment will be dealt with case by case but will usualy be limited to pistols and in somecases rifles and pdw's. Armoured vehicles may be allowed in some cases as will ceremonial weapons. Tolerances for equipment will be higher for nations who have military bases within Sarrowquand and lower for states that have a history of violence.

Embassy buildings remain Dominion territory however we will be legaly required to ask for permission to enter the embassy and we will always allow at least three days for an embasy to shut down and pull out operational units.

Meeting with the Dominion government:

When your to embassy is established you will be assigned a dedicated liason to the Bureau of Foreign Affairs this Grey will be on call and available for your basic needs without the need for an apointment. Other members of the Bureau of Foreign Affairs will also be available without a prior apointment (workload permitting). Should you require to speak to a Grey bureaucrat outside of the Bureau of Foreign Affairs an apointment will be required. Should you need to meet with a Speaker you will likely have to wait untill your clearance forms a processed we may take up to a month, unless you have been given a pass token by the Speaker in question in which case you will be allowed imediate entry into their town.

Sarrowquand may have prohibited cars for the general populace but around 1,000,000 GTVs are still on our roads. As a diplomatic mission you are in the privaleged position of having a small stock of pre-approved permissions to own and operate a GTV in Sarrowquand. Not sure what to drive? Why not try the 2009 ZMW Royale.

Royale's are currently one of the Dominion's most popular vehicles for state transport, the Bureau of Foreign Affairs uses Royales for half of its fleet and the Royale is pegged to be the diplomatic car abroad for Sarrowquand; 25th Speaker Jacob Burns also uses a Royale Cayenne as his personal GTV.

Your assumption regarding security personnel was also correct. All embassy guards are pulled from the DDB. The guards will be carrying, in addition to their AVIRs, the Equinox Combat pistol chambered at .40 S&W. These pistols are the special forces variant that also include a threaded barrel extension.

The Wolf Hold is approved to begin operations in 27th town: The BFA would also like to inform you that you are eligible to operate a consulate within the Xenophile towers, if you choose to accept then this will be placed within the same tower as any other CIS nations operating out of Morgan.

There is one problem, our counter parts in the New Foreign Office have queried your need for armaments such as a rocket launcher and we are also required to ask whether or not the UH-60 Blackhawk is an armed variant or one that is able to mount weapons after a low level of modification.

Despite this the BFA under authority of Grey 88 has arranged to allow the Wolf Hold to initially deploy this equipment over the objections of the NFO, a closed vote in the lower forum will be held to decide whether or not you are able to retain this level of defensive firepower, please submit any arguments in favour of your weapons cache before the vote is held.
