The Galaxy is a dangerous place. With the constant threat of pirates, rouge nations and aggressors, we all need the most help we can get. That is why the Void Templars and The Shadow States have established the ISIS Alliance. Mutual protection is a great boon in these dangerous times, and surely having more allies and more friends surely benefit. All we ask is that you abide by the the following rules. I am sure that you will see that these are for your own benefits, and hope that our nations will have a long lasting friendship.

1) It is prohibited to act without council backing from at least a majority vote of 50% or more, in matters that effect the entire Alliance such as declaring wars on other Alliance nations, impeaching other nations or entering the Neutral Zones.
2) All nations in the Alliance must open their borders to each other.
2.1) All national boundaries/ restricted areas must be obeyed by ISIS nations.
2.2) Punishments for breaking rule 2.1
Civillian Craft - Investigation. If found innocent, no action is taken.
Suspected spy craft - Investigation. If found guilty, a vote is taken on severity of punishment.
Military Craft heavier than a light cruiser - Instant excommunication from the alliance.
Military Fleet - Instant, permamnent excommunication from the alliance.
3) All nations in the Alliance must allow other ISIS nations free trade between them.
4) All ISIS nations are obligied to provide military, financial or humanitarian aid to member nations should it be required.
5) All important scientific findings must be reported to the Alliance Council. However, schematics and details which may hinder national security are not required to be shown.
6) All nations who wish to join must contact the Council to be allowed in.
7) All national governments are allowed, apart from particular brutal dictatorships. Any nation that is suspected or proven guilty of mass genocide is not allowed to join.
8) All member nations are permitted, and encouraged, to submit rules or treaties they think are nessacery to the Council, which will then be voted on.
9) If a new race is encountered, they are to be offered Assossiate of the Alliance status. This means they become a Protected State, not a Protectorate, and if they so wish they can then become full members of the alliance.
9.1) Proctected race's are to be aided by the Alliance if they are attacked and are found not to be to blame. However, if they are the agressor, it is not mandatory to assist the nation.
10) In the event of a straight 50/50 divide on a vote, the 5 Founders will take an exclusive vote. The result of this is final.

Can you please explain the term “Neutral Zones” and their application to navigation?

Neutral Zones are borders between connected space claimed by two or more different sovereign states. They serve as a buffer zone between the two states, and it is generally considered an offense to enter them without valid reason or permission. Naturally, we wish to respect all territorial claims by members and non-members alike, so this rule is in place to halt unnecessary hostilities.

Does this include all military movements by members?

Small military patrols for pirates and the like are allowed, so long as they broadcast ISIS identification codes (A note here is that we take a very strong stance on subterfuge between Allies, and if a craft under a national command is found to be spying in an ISIS member states territory, it will result in a probable excommunication). However, any craft designated to be over the light cruiser class will result in an instant, temporary ban from the Alliance unless there is an extremely good reason or permission from the victim state.

Please clarify the difference between national boundaries and restricted areas, with emphasis on the concept of open borders listed above. Also, how rapidly do you envision restricted areas being re-defined?

National borders are the boundaries of a sovereign state and mark out their territory. As such, no member state will try to claim allied territory as their own. As for restricted areas, we understand that even between allies some things must be hidden. Any important Military Bases, scientific research stations or holy ground that the owning state has declared to be off limits, such as our Temple Prime station, are restricted areas. No craft of any sort, unless permission is granted by the member state, are to enter the Restricted Area marked around the said base/station/holy ground.

Is there a set minimum requirement of aid lent?

There is no minimum amount (apart from giving nothing) but the more aid you give, the stronger the ally will be and therefore the stronger you will be as well.
